The Minneapolis Veterans Home Campus is slated for demolition of a small, but historically significant building to create more green space.

The Minnesota Department of Veterans Affairs stated that Building 13, built as a laundromat in 1891 and used as storage space in the last few years, was a significant “contributing” resource within the Minnesota Soldier’s Home Historical District. However, it has become disrepair, and its repair is no longer cost-effective.

The building is dangerous. Steven McCarthy, MDVA’s spokesman in an email, stated that the costs of rehabbing the building are greater than its value.

Among other defects, studies to assess a possible renovation revealed that the west walls is bowing. Bricks are also separating from wall. This building sits on the southwest portion of the campus, which is 43 acres in size. It can be found at 5101 Minnehaha Ave. S.

To continue operating as a warehouse, it will require a large financial investment. Repurposing the building to be used for other purposes would involve a much higher investment. The MDVA believes that the destruction of the building, and the use of additional green spaces generated by the demolition of the structure will benefit its stakeholders.

McCarthy claimed that it would take more than $6 million to fix the deficiencies in the building.

The MDVA stated that demolition of the building would result in a reduction of greenhouse gas emissions due to the heating and electricity.

Cundy Santine & Associate Architects’ 2018 report stated that the roof was damaged, exterior doors were broken, and balcony brackets had deteriorated. The report states that interior masonry walls were in “poor” condition, the wood floor on the second level was “extremely damaged,” while the ceiling of the second floor is “extremely degraded.”

The lack of humidity and temperature control in the interior is one of “the most critical issues”.

Unfortunately, the SHPO (State Historic Preservation Office) guidelines won’t allow enough alteration to existing wall systems to make them more insulated. The report states that without insulating walls, it is more difficult to maintain the indoor air quality.

According to GTB Management and Consulting, the estimated cost of demolition is $591,000. Estimates include the construction of an underground tube, which will allow the mechanical and electrical utilities to pass through the building in order to service other buildings at the campus.

According to the Minnesota State Historic Preservation Office, demolition of Building 13 will have a “negative effect” on Minnesota Soldiers’ Home Historic District. According to EAW, the SHPO asked for a narrative as well as photographs documenting the history of the building.

The public has 30 days to comment on the demolition proposal. This period ends Dec. 21, 2019. McCarthy stated that the MDVA and its consultants are working on the “final steps” of the project.
