A councillor warned that some residents who had their homes flooded by Storm Babet would not make it home for Christmas.

Gavin Nicol stated that the extent of damage to the Angus city of Brechin has yet to be determined.

Conditions improved on Sunday as the red alerts for parts of Scotland expired.

A yellow ice alert will cover the majority of the nation from Monday, 21:00 until 09:00.

According to the Scottish Environment Protection Agency, river levels in the North and Northeast of Scotland remain high.

Despite the fact that a number of flood warnings were issued, no precipitation is expected in the next 2 days.

The A90 between Dundee & Stonehaven remains closed as road experts continue to inspect bridge and road structures.

Nicol said that parts of Brechin were still covered in sludge.

When asked when people could get into their houses, he said to BBC Scotland The Sunday Show that it would take a long time.

It will require a lot of sorting.

These houses will not be finished by Christmas.

Mr Nicol acknowledged that the flood defenses of the town, which had been upgraded in 2016, need to be reviewed.

The weather is changing, he said.

The goalposts may have moved and the team will have to find new ways to do it.

One possible solution, according to the councillor, would be to increase the number of trees planted in the surrounding Glens. This will help to reduce the amount of water flowing through.

Mr Nicol said: “I hope the first minister takes pity on me and gives us more money to Angus Council.”

Humza Yousaf will visit the region on Monday, to thank all those who helped in the response to the flooding. This includes the local emergency services as well as volunteers.

On Thursday, a 57-year old woman drowned after she was swept away into Water of Lee in Glen Esk. A 56-year old man died the same day when a tree fell and hit a vehicle near Forfar, Angus.

In England, two people also passed away. One of them was a woman aged 80 in Chesterfield.

Vincent Fitzsimons, Sepa’s duty manager for floods in Scotland said that the last week was very difficult for those who live there. They have been hit by another weather extreme.

While the weather has improved today and the rivers are continuing to flow, there is still danger from flood water and you should not put yourself in harm’s way.

SSEN, an energy firm, said that it had restored power to more than 37,000 customers and repaired over 450 faults in its entire network during the storm.

The government also announced that households affected by power outages lasting more than 12 hour would be entitled to PS30 for each person per day, in order to pay for food and drinks.

ScotRail has said that most services will be restored to normal Monday, but in Fife some might start later.

The Inverness-Kyle of Lochalsh route will be closed at least until Tuesday.

The Aberdeen-Elgin line has been reopened, but the Aberdeen-Dundee route remains closed.

ScotRail advises customers to visit the website prior to travel.

Scott Prentice said, “Unfortunately we continue to see some very challenging conditions on rail networks in Fife and in the Northeast, as well as the Far North, caused by the most rain experienced in Scotland since 1991.”

We will not run a service until we know that the line is safe.

The operators of an offshore drilling platform in the North Sea said that it was still “secure”, despite having lost four out of eight anchors due to Storm Babet.

Residents in Aberdeen’s suburb Peterculter have been advised to evacuate their homes by Saturday morning in case there is flooding.

On Saturday, the Scottish Government’s Resilience Room met to discuss “exceptional” rain levels that have fallen across the country.

Angela Constance (Justice Secretary) presided over the meeting. She heard that several areas are still experiencing severe flooding, and some rivers have dangerous levels.

Ms Constance stated: “The storm caused substantial damage. While flooding continues, it will not be as severe as in the past 24 hours.

The impact will however be felt for quite some time in the communities.”

While many local authorities are still dealing with the immediate effects of the hurricane, she added that the focus is now on recovery.

Constance stated: “We will be in constant contact with the local authorities over the next few days to provide support for the affected people and business.”
